In the recently-released IBM study on CIOs, one section covers what is termed the "expand mandate." In other words, IBM spoke with individuals whose strategy was to "focus on cross-enterprise growth," and "continuously tune business processes and internal collaboration." Why? The end result is more and better integration, from company culture to competencies in technologies.

What the IBM study highlights is that those businesses (schools?) with an Expand Mandate, in particular those that "outperform", do two things very, very well: collaborate and integrate.
